Only if the steel bar has a magnetic field. Otherwise it is a sure attraction.

Either N. or S. pole and any other portion of a magnet, except the neutral middle ,will attract any portion of a non-magnetized steel bar. However, if the steel bar itself becomes magnetized to likewise have N. and S. poles, then the portions of the two items having the same polarity will repell and the portions having opposite polarities will attract.

A common steel bar will retain its magnetic properties unless demagnetized.

It can repel from a steel bar only if the steel bar is magnetized and identical poles are facing, other wise they will attract. But then again, if your steel bar is magnetized, it wont be a steel bar anymore it's going to be a magnet!

Yes, if the steel bar is magnetized, or sitting in part of a magnetic field that induces a field onto the bar.
