I'm strictly interested in prior to the invasion. Did, Saddam allow his citizens to bear arms?

Yes, there were no restrictions on gun ownership in Iraq under Saddam's rule. In fact, every family was encouraged to own at least one AK-47 assault rifle. I am not joking. They didn't have a crime problem because criminals were put to death without trial along with their families, friends and neighbors.

Gun ownership is a long tradition in Iraq much longer than 2003. You could say it is a part of their culture.

Yes still is. It's not uncommon for an Iraqi to be walking down the street carrying an AK-47.
