We should not attribute every evil thing in the world as the work of Satan.
First, much evil in the world, especially physical evil, results from the limited kind of universe we live. Many suffer because of social sins and unjust systems.
Second, moral evil and much of human suffering come from man's abuse of his freedom to sin. Evil and suffering draws us to God.
Third, because of evil and suffering the virtues of courage, generosity, forgiveness, hope and sacrifice shine forth.
Finally, Christ's Paschal Mystery shows how God draws out of the depths of evil the victory of the risen Christ and his transforming love.
"We know that God makes all things work together for the good of those who love Him" (Romans 8,28).

Satan was a title that is misconstrued as an actual name from the Hebrew de satanalle (transliterated) meaning the adversary. In a polytheistic culture, there is no problem of evil because you can't expect to keep all your gods happy. Monotheist need an evil demigod in order to understand why bad things happen to them. Therefore, it is a theological construct. As a Christian, I necessarily speak in terms of this construct.
However, the teachings of Christ reach beyond this construct because if doing good leads to blessing and doing evil leads to cursing, morality becomes circular. The Christian must confess disintersted righteousness.

Simply put, Satan was an angel puffed up with his own self-importance, who chose to challenge God's right to rule His creation. He felt since he was an angel and a higher life form than man, he should be the boss. He started with deceit, lies and confusion and kept it up ever since.
God could have wiped them out and started over but there would have been a lingering question Satan raised. No human would serve God out of love for Him, only for what they could get out of Him. Mankind could rule itself with Satan in charge. God has allowed the past 6000 yrs. to settle that question. Evil has flurished.
It should be added it is not cruel on God's part; not when He can ressurect from the dead all those who have not had a chance at chosing who they want to serve--God or Satan.

He exists just as much as god: that is, not at all.
Alternatively, he was created by god, who is onmiscient, knowing exactly what satan would do. So everything satan does - god is directly responsible for.
