It means that the phone didn't sit in the cradle right and was left off the hook. Then the someone fell asleep, and only woke up about 30 minutes ago to (ugh) Howie saying, "Deal or No Deal."

there are many possibles depending on service
Land line ...phone off the hook or if she has dial up Internet service like msn or AOL well send the call straight to voice mail
cell phone ..powered off or in a blacked out area depending on phone provider
broad band .. outage , phone modem powered down, or phone of the hook...

Her phone is powered off (if it's a cell phone) or off the hook (if it's a landline). Either that or she just doesn't want to talk to you.
