The non-believing Jews. God opens their eyes.

This will take place when Yeshua will save Israel from her enemies (see previous verse) as He comes out of Bozrah covered in the blood of His enemies (Isaiah 63:1) and destroys the armies gathered in Armageddon (see next verse). He will then come to Jews and show them His wounds (Zechariah 13:6) and this will be the fulfillment of the type with Joseph as he revealed himself to his brothers (Genesis 45:4).

The Jews often jest to me, when the Messiah comes, the first question we will ask Him is, "Is this your first, or your second coming?"

Sometimes this little quip grieves my spirit, because like the brothers regarding Joseph, they are going to realize they sold their own Messiah to death. But remember, the Jews would only be guilty if Jesus were dead. Since He rose from the dead, there was no crime.

He's talking about the one who they will say "The Lord our RIghteousness"

Zechariah was the one who said the time would come when God would be valued at 30 pieces of silver - which was the price of the cheapest slave

Zechariah also said "they will look on Me who they have pierced"

It is no other than Jesus

Jesus and His crucifixion. The Spirit of grace refers to the Holy Spirit Who will bring about the conversion of the nation of Israel by drawing them to Jesus Christ, their true Messiah. The Jews "will look upon Him and mourn Him" with genuine repentance, sorrow and contrition--(means they will come to realize).
Zechariah fortells Israel's rejection of the Messiah at His first coming and their reception of Him at His second coming. The N.T. attributes this change of heart to the preaching of the two witnesses of Rev. 11:3-12

It is in reference to Jesus Christ. I do not have time to explain it all. But there will come a time when Christ will reveal Himself to the Jews whom rejected Him. But, as that scripture said, God will pour out the spirit of grace and supplication. What does that mean? At the time of His revealing, God will be favorable to Israel and be open and attentive to their prayers, because they will come to the knowlege that Jesus Christ is the Messiah they have long waited for.

That particular passage refers to Jesus after he is on the cross. Of course you have to read The first nine verses and the others after it to get the full flavor of the context. The problem with mankind is they want to parse th4e bible verse by verse. Do you do that with any other book you read? That is, take apart each sentence?

13 “In that day there will come to be a well opened to the house of David and to the inhabitants of Jerusalem for sin and for an abhorrent thing.

2 “And it must occur in that day,” is the utterance of Jehovah of armies, “[that] I shall cut off the names of the idols out of the land, and they will no more be remembered; and also the prophets and the spirit of uncleanness I shall cause to pass out of the land. 3 And it must occur [that] in case a man should prophesy anymore, his father and his mother, the ones who caused his birth, must also say to him, ‘You will not live, because falsehood is what you have spoken in the name of Jehovah.’ And his father and his mother, the ones who caused his birth, must pierce him through because of his prophesying.

Clearly, this refers to Jesus and the Holy Spirit, speaking of when the people of Israel realize who their Messiah is.

10 "And I will pour out on the house of David and the inhabitants of Jerusalem a spirit of grace and supplication. (THE HOLY SPIRIT) They will look on me (JESUS), the one they have pierced (JESUS), and they (ISRAEL - THE JEWISH PEOPLE) will mourn for him as one mourns for an only child, and grieve bitterly for him as one grieves for a firstborn son. (GRIEVE BECAUSE THEY WILL REALIZE THAT JESUS IS THE MESSIAH, THEIR EYES WILL BE OPENED)
