My aunt is a 40 year old female who wants to lose weight and is currently doing a lot yoga and on a diet with some cardio involved. She is losing inches instead of actual weight, how many weeks should it take her?

Losing inches should be her goal as muscle weighs more than fat. As you build muscle and lose fat it may appear that you are not losing weight. You are however increasing your lean body weight. The Body Mass Index can be deceiving for this reason. A woman should be no less than 18% body fat.
Keep encouraging her to lose those inches and stay fit and healthy.

We are advised to lose no more than 1# per week. If you lose weight too fast, the outer skin doesn't have time to shrink naturally and could end up looking flabby.

We are also not to go below 1500 calories per day unless under a doctor's supervision.

Best bet is to eat healthy, drink water, exercise, and aim for 1# per week.

First, you need to define weight - and I think you really mean "fat". When people first start working out, they burn fat, but gain muscle. Since muscle weighs more than fat, it looks like they are gaining weight.

In reality, expect to show little progress on the weight side for about a month to two (more like two for a 40 YO). Measure weight once per week so she won't get discouraged, and make sure that you measure her body fat %. She will be surprised.

EDIT - By inches, I assume you mean around the waist, not in height.
