Speaking in Tongues in prayer to God in public can be done in the Spirit also. That is the Spirit of God is hidden in us. I can pray in tongues with my soul/spirit voice. I speak my own language in my soul/spirit voice.
If God leads you to speak in tongues in the public, then you should follow after the Spirit. If God doesn't lead you to outloud, but to pray to God in your mind, then pray to God in your soul/spirit.
As a Christian, one is not under the law of sin & death, but under Grace of God. Meaning we don't fulfill the lusts of the flesh, but follow after the fruits of the Spirit.
Speaking in tongues is praying to God in Holy Language. It is a relationship/communication restored with God. The devil has his copy cats of speaking in tongues & that would be done for no reason other than to have others see you speak in tongues & not considering praising God..

Interesting question if you mean public to be on the street and not in a Christian assembly, As already noted, in assembly one might say something but with no interpretation one should be silent.
At Pentecost what was spoken was understood by the hearers in their own language and needed no interpretation. Scripture says that tongues are a testimony to those who do not believe.
So if you are out in public on the street I don't think there is anything but the day of Pentecost to speak to; if you speak in tongues. If you are speaking in the original tongues of fire you will not understand what you are saying but your hearers will hear in their own language.
The reason for this is that true tongues is the original language of mankind and not some individual prayer language or language from some anti-Christ spirit.

Actually, there should be some clarity concerning this. In Corinthians, it says when a man speaks in tongues he is speaking to God. So, if I praying in tongues and someone sees me and does not understand, then if you can help it explain it, because I am not talking to people, I am talking to God. However, the apostle Paul writes about how if a unbeliever comes in and sees everyone speaking in tongues and there is no interpretation. Then the unbeliever will think everyone is crazy. But in this case, when a person is speaking in tongues he is not speaking to God, but is giving a message to the body, which requires an interpretation. There is a difference in praying to God in tongues and giving an interpretation. There will be times where you will pray in tongues before people and not on purpose, but whatever you are praying about is not meant for their ears to hear anyway. But for confusion sake, if the opportunity allows explain to people what you are doing, if you can help it. It's kind of almost unavoidable. I see in services where people are praying in tongues and later in the service there is tongues which requires interpretation and there are unbelievers in the service. So my pastor explains what is going on for clarity sake.

The original "Speaking of Tongues" was done at Pentecost - where there were many different people of many different nations gathered together. God gave the apostles the ability to speak in other languages that they did not know in order to convey the message of God to them. There were people there that could understand them & the messages they spoke were accurate, from God, and about God.
In my opinion, if there is noone there to translate what is being said, then there is no point in Speaking in Tongues - then it's just babble talk. I have been to several churches where people just start "blabbity blabbin" and to be honest - it scared me. If they don't know what they are saying, and the people around them don't know what they are saying, what's the point? In that case - I don't believe it is truly Speaking in Tongues & I don't think it's derived from God.

The bible states that only if an interpeter is present.....
You see, tongues glorify God.... It is a gift given men....
But, if you see one in public glorifying God with no interpreter, he glorifies himself because he wants to be seen of men using his gift......
These spiritual gifts are given men of God for the sake of the Church....... so that men will be inclined to come and understand why this is so great.....
But, if one does not understand, how can any say he has a gift?.... Moreso, most would think he has a devil......
In certain days ago..... say,.... the inquisition..... or the dark ages.... such a one would be tortured until they denounced satan.......
Be careful what you call evil.... for if it be of God.... hold still thy tongue..... Even Michael knew not to speak so boldly when contending over the body of Moses not to bring an accusation against himself .......

Yes, it's ok. Read the book of Acts. On the day of Pentecost the disciple were all speaking in tongues in public and because of that many people were converted on that day.

Only if it is a public assembly of believers and there is an interpreter. Otherwise, if a believer that speaks in tongues is alone and praying in tongues they should do it quietly so as not to freak the people out around them.

yeah, Paul says don't do it around other people unless there is an interpreter. Corinthians.
But if I'm praying in a group and I happen to hear someone speaking in tongues quietly, that is between them and God. I'm talking about people who speak it into microphones as if the whole church is being edified by it.

Theres a verse in the bible that says if you speak in tongues around an unbeliever than theyll think your crazy so its probably not too smart to do it. if you want to talk more about it, just message me or somethin'

I have never heard of that happening but I will say this...
Anytime a person speaks in tongues there better be someone there to interpret.. Speaking in tongues is a very sacred event and God does specify interpretation....
