It is the 1st block off of whichever Capitol Street you are on.

Think of it as the "zero-hundred" block.

Say you are at North Capitol and F Street
and go west. you are on the "unit" block of F Street until you get to 1st St. NW. Once you cross 1st, you are on the 100 block of F, NW.

It means the "unit block". You'll find this on streets where the addresses are less than 100. If a street address like 150 Massachusetts Ave NW is on the 100 block of Massachusetts Ave NW, then a street address like 50 Massachusetts Ave NW is on the unit block of Massachusetts Ave NW.
