Honestly it is what you can catch fish with because there are no best baits or lures for any fish!
We all have our own (best baits) but are they truely the best ,no! If u have confidence with a certain lure or bait and it works well for u it may not work for someone else the same so would that make it the worst or the best (for u)!

bass fishing depends a lot on water clarity, weather, and the area surrounding the lake. bass stay up in cover when the water is murky the fish rely on vibrations, and sounds in the water, and also something flashy like a spinnerbait works well in this situation, but you can also use rattletraps, worms, and if it is cloudy or close to dark outside you can do well with topwater lures like buzzbaits, propbaits, and topwater plugs. As far as catfish some of the best baits are hotdogs and you can even cut up some fish that you catch and use it like chum, but catfish are attracted to things that smell bad, theres also stinkbait that you can buy at wal-mart or just about anywhere else that uses chicken blood. And if you want to catch bream just put on a piece of bread on a real small hook and theyll come right to it, but mussels work good for bream too, and if you catch some put the hook through its back and throw it back out, it always works good for bass. Good Luck!

If I had to choose 1 lure that would catch all 3 of these fish I would go with a small white Blakemore Roadrunner.
For tips on how to rig and fish these lures check out this site:

As for bait, a nightcrawler, red wiggler worm or small 1"-2" minnow will usually get them.

Thats a tough one but if I had only one BAIT to use that can catch all three I would choose Worms. It seems that not many fish can resist a good old night crawler.GOOD LUCK and KEEP FISHING!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Lure wise I would have to go with a jig with a grub(twister tail) or paddle tail trailer

You can never go wrong with live worms. Live worms are a great all around bait. Rig them on gang hooks and they become deadly!.......http://www.jrwfishing.com/gang_hooks.asp
