I lived in a place where the water, like the sewer, was free...i.e, paid for by local taxes. Now, where I live, the water is billed separately (sewer is still bundled with the local taxes.) So is water supply billed separately considered a tax?

NO, water is not considered a tax. Are you certain water was paid for by local taxes and not included in RENT? I live in a condo and the condo association dues pay for water. I have never heard of TAXES covering water.

No, it is not a tax. The charge for water is a charge for goods or services and as such is not deductible.
