Well, USA are a good example of foreigners. All people living here are ( or their ancestors were ) foreigners, and the situation keeps that way. At the beginning of the XX century most foreigners came from Europe, very much like during the XIX century. More than five million Irish came here in 1840 during the Great Potato Famine.
Nowadays it's the Latin Americans who come here. The difference is that they are not wanted
