The globe in Battery Park is only a few blocks away from Ground Zero (world trade center) area.

Laying flowers is allowed, it's all up to the person that is laying the flowers. It's a memorial of the World Trade Center, so yes, you are allowed to lay flowers, pray, whatever. You're choice. Lots of people go down to Ground Zero on September 11th, every year and lay flowers, mourn, express themselves freely. Feel free to do so also. Hope this helps.

There is an area where flowers and other memorials can be left. These are removed periodically though. The globe in Battery Park is a short walk (less than 2 city blocks) from the eastern-most side of the WTC. From there it is a short walk to the dock and get the ferry over to the Statue of Liberty and Ellis Island.

While it's a nice though to lay flower, wouldn't it be better to donate the money to charity.
Not all the people who died in at the WTC were high paying employees in the financial industry. There were a lot of janitors, waiters, dish washers, etc who perished.
