Technically, two; the epidermis, and the ink is put into the deep dermal layer. However, the ink depth isn't precise, nor is the dermal layer itself. Sometimes the ink is a tiny bit deeper, sometimes the layer isn't as thick, that kind of thing. This means some might be higher in the dermal layer and shed over time.

You can probably safely say two and that it tends to rest at just above the subcutaneous layer. That's good enough for government work.

Bonus factoid from the URL: "Tattoo designs can stay in place with minimal or no fading over time". Or, for those who say ink will always suck over time - not necessarily. A touchup might be needed due to the layer problem I mentioned in the first paragraph, but that isn't the same thing.

i believe the tattoo ink is deposited into the second layer of skin. or that's what i remember from my reading.

The skin is scarred, not pierced, when it is tattooed. The word "tattoo" comes from "tatal" or "tatau" meaning "to scar". It only goes down to the fat. If it goes too far, you've been hamburgered.
