If you know the file wasn't accidentally deleted, it would be one of two things: either it was renamed, or moved to another location on your computer that it doesn't recognize the file as valid, so it wouldn't notice it was there. Try searching for it, if that doesn't work, either download another identical file, or get the file off of your windows CD.

Search for the missing file in the fix instructions, should help.
Also, search for a replacement dll at dll.com
