That's a hard question to answer b/c I've never seen you. LOL. Seriously, though it may not be a matter of pounds. It may be a matter of toning your hips, thighs, and tummy.
For example, if you aggressively exercise your lower body, you will gain muscle and it will burn the fat off. Your scale may tell you that you've only dropped a few pounds, but your clothes will tell you otherwise. Once I started working out, I didn't notice a big difference when I weighed myself. I noticed a bigger difference in my wardrobe! I went from a 10 to a 6.
Sorry, I digress. To get back to your question, I would say at least 10 pounds (if you're JUST going by weight) to get down to a 14.

About 20 pounds would bring you to a size 14

I have heard that to go down a dress size, you need to loose 10 pounds.

1 inch per size... 2 inches total... therefore 10 to 20 lbs
