Depends upon the state. You'll have to check with your state tax authorities.

If your income is below the state filing limit, nothing happens. If you are due a refund, most states do not assess a penalty for non-filing or late filing. However a few, such as OH, assess a penalty for not filing or late filing even if you are due a refund. OH will hit you with a $500 penalty for missing the filing deadline.
