Absolutely, because then you are waiting on the unexpected to happen, therein voiding the surprise of the unexpected. That's the whole point of something being the unexpected--the surprise of it. If we allow ourselves to just relax and carry on with life, the unexpected will happen and we won't even realize it. But at the same time, by just letting the unexpected come on it's own time and it's own pace, we sometimes miss it, because we are not looking for it or expecting it to happen right then and there. It's all very complicated and confusing at times; but I guess in the end if it was really meant for us to have it will come around again.

No, you can expect that something unexpected might happen, but there is no way of knowing what that unexpeted circumstance might be.
Basically the saying "expect the unexpected" is generally understood to mean, be ready for anything, be prepared for any and all possibilities.
