As Teddybear said Spray it. I use warm water with a little dish soap. I start at the top, peal back a little bit and start spraying, it will soften and allow the glue to loosen. Just keep going. I can most always get off huge long strips sometimes the entire strip intact.

I have pealed many rooms using this method. It is practically free and for me it has always been easy. Had you started with this method you should have been able to peal both layers at the same time.

All of this is based on the fact the the proper wall paper paste was used. After the pealing is done the walls MUST be scrubbed thoroughly to remove all of the paste left on the wall.

Paint does not react well to the left over paste. So scrub until there is no sliminess left from the paste. Otherwise the paint will not adhere properly.

Have fun.

Yes use the dishwasher soap, but it will work better if you score the paper first as well. They sell the devices cheap at the home improvement stores. They have wheels on them that poke littel holes through the paper to seep through better. Don't be in a rush to take the paper off all at once, peeling off slowly will take off bigger chunks. Sand the walls down lightly to get rid of all the paste left behind before painting.

a lot of elbow grease and scraping. placed warm water in a sprig bottle with some white vinegar and spray putting out from the proper of the wall until eventually the bottom. at first spray on proper of the paper and then wait 30 seconds. truly saturate it. because it starts to peel spray the exterior of the paper and the wall the position the paper has began to go back off. there is not any different magic answer except washing with mild detergent after and extremely some scraping.

I use vinegar & water, scoring helps the v&w penetrate the layers, it should just peel off. You may need to scrape a little to get all of the adhesive off.
