"Don't panic" is grammatically correct. "Don't be panic" is grammatically incorrect.
In "Don't panic". "panic" is used as a verb correctly. It is an imperative sentence. In your sentence, you are trying to use it as an adjective or an intransitive verb, incorrectly.

'dont panic' is absolutely normal....whats your problem? I have heard my english teacher say DONT PANIC IT'S JUST A FIRE DRILL...=.='
