Hi,
I'm building an electrolysis settup to clean some ancient coins and i heard that i don't want to use more then 18V and 500-700 MA is reccomended but a full amp will kill me. I have an old cell charger that i was going to use as a transformer and it is .4 A how many Milliamps is that?

There are 1000 milliAmps in an Amp. So in .4 amps there are (.4x1000) 400 milliAmps available. So you have less than the 500-700 you are looking for. It should work, just a little slower.

1 Amp = 1000 mA

1000 ma = 1 amp

.4 a = 400 ma.

1 amp = 1000 milliamp
therefore
.4 amp = 400 milliamp

4 amps = 4000 milliamps

YOU ARE USING THE WRONG SETUP, you need no more that 250 milliamp (1/4 Amp and 12v in an alkaline solution (Use Washing Soda sodium Carbonate)
using more amps can causes damage to the item by flaking the rust off rather than converting it back to metal also make sure the anodes are completely around the coin, use plates on each side as the electricity travels in a straight line and you could get un clean parts that are in the so called shadow ie not in direct line to the anode's, you can have as many anodes as you want, as long as they are all connected to the + side
