I owed the irs $600 3 years ago and never filed what should I expect because I don't have the money right now to pay it off. Will they work out some kind of payment plan?

Yes, they'll work out a payment plan. There will be interest and penalties on the back tax amount by now.

Get ready to pay plenty. Call them up, file returns, and make a re-payment plan.
