Different aspects of adulthood are often inconsistent and contradictory. A person may be biologically an adult, and have adult behavioral characteristics but still be treated as a child if they are under the legal age of majority. Conversely one may legally be an adult but possess none of the maturity and responsibility that define adult character.
According to Erik Erikson's stages of human development, first enumerated in Childhood and Society (1950) a young adult is a person between the ages of 19 and 40, whereas an adolescent is a person between the ages of 12 and 21. The young adult stage in human development precedes middle adulthood. A person in the middle adulthood stage is between the ages of 40 and 65. In maturity, a person is 65 years old or older.

well the age of right and wrong doesn't necessarily state that they are an adult i personally understood and had responsibility's when i was 17 but i dont feel i was an adult per say until i was like 20 so i think it depends on the environment of the person the social how much they really understand about life

I think it completely depends on the person - there is no standard as no two people are identical. For most, maybe somewhere in their early to mid 20's. I think it also depends on what you consider an adult. Personally, to be an adult you to have be accountable and responsible for your actions and choices.

Psychologically speaking, I would say when a person can accept responsibility, and take the initiative to act on their own.

Trick question, if I had to put a number to it, would be when adolescence stops. When all the modifications cease, all the new hair, breasts etc....
So maybe 21.
