i want to record my own tune for a birthday card - is it possible to buy the little bit of electronics that plays a tune when you open some special cards?

You can buy the electronics. How many 100,000s do you want? Seriously, a custom mask IC that is used in this application is only economical on a big scale.

Find a card with a sound that you like and remanufacture it for your own project.

The real answer is kinda a sort of yes. You can get the pre-recorded ones at many craft stores, but not that you could record your own unique message or song on. The process, though rather cheep, is used in the thousands and would be very expensive on a single lot use.
