Before. All souls were created in the first earth age. Then at satan's rebellion,1 third of God's children followed satan. Rather than destrtoy 1 third of His children,God created this the second earth,or flesh age. This age is for 1 reason and 1 reason only. For people to make up there mind whether they will love God or satan. That is it. All else is meaningless. Also back to Moses. God chooses people,such as Moses,because He knows He can trust Him. These people are God's elect. They stood with God,in the first earth age at the overthrow. Or satans rebellion if you like. That is how God knows He can trust them.

Moses wsa chosen before he was born.
We are all "known" by God before we are born and he has chosen special lives for some of us. Whether we prove worthy of that life is up to us...the "free will" thing. God knows what we are capable and he knows out hearts, but he allows us to pick our own way through...make our own mistakes...and to fail.
It is when we trust his judgement and accept his role for us that we truely succeed. Moses was like that. He tried to run, he tried to hide, and he tried to defy God, but his greatest successes came from when he did as God commanded him.

Before he was born. God already knew everything beforehand, just like he knows what you will eat for lunch, when you will die, and if you will go to heaven.
He doesn't just pick out random people when they are born. He already had it all planned out.

I'd say there's no matter of time for God, so ... he was just chosen. That's the principle how god works :)
