It is the ladder, or stair, envisioned by Jacob in Genesis.
In Book III of PL, Satan, who has left Hell, comes upon a stairway leading up to Heaven's glistening gates and leading down to paradise. The text indicates that, since Heaven is closed to Satan, the stair is there to taunt him, so Satan turns the other way, looking down upon the abode of man, where his future lies. Symbolically, it's a crossroads, allowing for both ascent or descent. In Satan's case, though, it is a point of no return that he has already crossed, representing another level of his descent from his former grand state. One rises up to gain a better, more panoramic view of reality, but that way is blocked to Satan. He can only move toward a lower state. His perspective is changed, too. He no longer sees things as the angels do.
