It can be!

There are many manufacturers that make freezer on the bottom units. It makes more sense to put the freezer on the bottom anyway.

Why? Because heat rises. The non-freezer section of the fridge is warmer than the freezer section. If the non-freezer (warmer) section is under the freezer section, then its warmer air rises and works against the freezer's job. Thus it takes more energy to keep it freezing (if the insulation between the sections isn't perfect).

We've had one of these for years and they're great!

The freezer is on top because cold air goes down and hot air goes up. The cold air starts in the freezer and filters down to the fridge.

ps: Years ago before we had a fridge, we had iceboxes. A big block of ice was put in the top of the box to cool everything. the cold air filtered down. When they started making fridges they used the same ideal. Today's new fridges have better insulating and doesn't need to do it that way.

Because evaporation of the fridge coolant gas first takes place there, hence freezer is on the top.

Hey, European fridges all have the freezer on the bottom! I don't like it, but I'm sure you'd love it over here!
