Delta configuration has only 3 connections, one to each junction of 2 phases. Star configuration has 3 phase connections plus a common neutral connection which is earthed at the supply generator and is therefore at a potential close to earth potential. On the UK system potential across one phase (to neutral) is 240 Volts, whereas potential across each winding of a delta connected device, such as a transformer or a motor, would be 440 Volts.

Delta connected transformers cannot have a neutral leg, but you can ground one leg, although it is not usually desirable to do so.
