I disagree. A person should be able to "report" as often as he/she wishes. The problem with Yahoo!Answers, from what I'm hearing, is the offender is not told specifically what the offense is. This information is vital in order to avoid committing the same mistake down the road.
I looked at your profile and was disappointed to find that your "contributions" are very much like a lot of others found on this site. Your "questions" are designed to make statements (often offensive ones) which is in clear violation of the Community Guidelines. You clearly have an agenda which is not at all what this site was created for.
This site was created to allow people to ask GENUINE questions across a wide variety of subjects. If you want to rant and be offensive, or if you have some need to advance your agenda, there are myriad sites to do that on. Not this one.
