They did a new show on this regarding the ice makers in fast food restaurants. If you use disposable gloves when scooping out ice, it should be fine. But if someone were to put their bare hands in there after say, going to the bathroom and not washing their hands or wiping their nose with their hand, you can "infect" the ice with bacteria. Rinsing will not remove the bacteria, you should dispose of it. The best bet.. use the gloves with a cup to scoop.

Ice can contain contaminates before it is frozen in which case bacteria can't be rinsed off, The cooler its self shouldn't contaminate the ice unless its dirty. Of course.

It depends-how clean is the cooler? If it's fairly new and never had raw meat in it you're probably pretty safe. If you think the ice might be contaminated,rinsing it will not guarantee it's safety. Better safe than sorry.

It certainly can and rinsing it won't work ice is porous the contamination can get right to the center of the ice.
