Because it's easier on the motor. If a fan starts on its lowest setting, there's not enough power for the motor to overcome stiff oil in its bearings, or a breeze that's blowing through the blades opposite the direction that the motor wants to turn. This means that the motor will stall, or at least go rather slowly, and under such circumstances it will have a tendency to overheat.
When an electric motor is going full-strength, most of the energy from the current is turning into mechanical energy, but when it's stalled or partially restrained, a lot of the energy turns into heat that gradually breaks down the insulation of the motor windings.

2n2222 got it right. With full power applied, even momentarily, the manufacturer insures stall torque will be overcome, and the motor will come up to operating speed.
