What's the hurry? You're a child for 18 years, but an adult for the next 50+ years!!! Go to school first, get an advanced degree, skill or trade and then get a job. After that, save money and then move out!
If she leaves home responsibly and on good terms with the parents, then she can always return if she needs help. But if she moves out too quickly so that she can 'do her thing' without parental authority or guidance, she'll quickly set herself to be used and abused by others who will try to take advantage of her new found 'freedom.'

it depends on where she lives some states allow that but alot of places will barely rent to 18-19 year olds so she might have it hard.

she might have to have a cosigner for an apartment, but can she afford to pay for rent, a car, food, etc? she needs a game plan. it's hard out there on your own. is she going to college? any future plans?
