I have a little Rat Terrier, 20 lbs, that is the smartest of my three dogs. I also have a Beagle, big at 45 lbs, who is the dummy. I have a Pit Bull, about 55 lbs, who is the most puppy like at 4 years old. She is also the most loving. As far as grooming, they all shed and you will be sweeping up dog hair. Like someone mentioned a Poodle does not shed, but you have to have them clipped to make them look pretty. As far as my Ratty and Beagle I just sweep up the hair. I do not have to give them baths. If a dog does not smell they do not a bath. My Pit has allegories and needs a bath every week. She is also allegoric to meat so she has to have special food at $50.00 for a 30 lb bag.
I would go with a Rat Terrier.

I have a toy fox terrier. She is about 12 inches tall and about 10 lbs. Pretty much non-shedding. Short hair. I have never brushed her. Nails are trimmed with a toe nail clipper. She likes to sleep under the blankets in bed. Not much of a barker. Lap dog. Likes to cuddle. Down side. She gets cold. Needs a sweater to go outside in the winter.

i would suggest a jack russel terrior( wishbone dog), they're very cute and full of energy. They're also tiny enough to put in a bag and dont need much grooming, poodles take a lot of grooming, i work at a dog washing parlor and trust me they get exspencive, but they are one of the longest living dog ( live up to 25 years) and they are the only breed that doesnt shed. try a looking pug also.

They are cute-everyone wants to pet the weiner dog, they are so silly, watching rhem waddle around, and run full tilt-legs just a-flying but barely getting everywhere. Mim Mini Black and tan boy love to go swimming, and barely barks, he loves other dogs and people. Plus, he lets me vacuum him-very easy and quick grooming that i can do when i house clean:)...Doxies rule!-just dont let them get fat-hard on their little(yet looooong) backs.

How small are you talking? I have a Beagle and he weighs about 35 lbs and doesn't require too much; I brush him daily and bathe him myself about once a month in the tub and I even clip his nails myself. He is loyal and calm but willing to play and loves to be close to me.
