I think it might have been Gene Simmons, but I could be entirely wrong.

This question got me to search the web and I found this on Wikipedia:

I'm pretty sure that you were thinking of Paul Stanley, but his face was all white with a star painted around his right eye.
So, give the points to whoever said Paul Stanley first.
