Sounds like you are both responsible for your own dogs. Shouldn't be running free.

If the dog just so happened to come onto your property and bit your dog-yes. I mean even if you invited the other dog, the owners should still pay for any vet bill you get. A dog should not bite other dogs or people.

If both dogs aren't safely in their own yard, or aren't on a lead, then both owners are libel for their own damages.. Neither dog should be running free..

The simple answer is yes. But whose property are they on? Why are they running loose? Are you and the other owner violating the law by allowing your dogs to run loose? So, this isn't as simple as it sounds. My suggestion -- don't let your dog run unsupervised, ever, not even at a dog park.

I'd think if both dogs are loose then the other owner would only be partially responsible for any vet bills. Having them pay for half the vet's bill might be the best you could do. Without knowing any other details, that would be my guess.

Not if you two owners let them run loose together. The owner of an animal is liable only if the owner is supposed to keep the animal contained because of previously established and/or known risk to others in regards to the animal in question and the owner of such an animal fails to do so.

If the dogs are not on your property then you are responsible for damages done to your dog as it is your responsibility to ensure your dog stays on your property. If the dog bit your dog ON your property, then it would be the other owners responsibility as they should not have allowed their dog on your property.

Depends.
If it's closer to whoever's property, then whoever's property isn't closest loses and pays the vet bill. Sorry but that's the rules I lived by.

Legally, it's very difficult to say. You gave limited details and laws vary from one area to the next. However...if my dog bit another no matter where they were, I would FEEL responsible and would do what I could to help out.

yes, if it is on your property and if you live in a city were leash laws are requried then they are a fault ! You could make them pay your dogs vet bills!!
