Months or years - no. That would require medical attention. As I understand it, going 2-3 weeks could be dangerous and anyone with that problem should talk to a doctor. But it is not uncommon for a person to have only 1 bowel movement a week and still be considered normal. I'm in that category.
Although I don't like it and wish it was different because it feels awful, this is just the way my body works. I eat so much fruit and fiber and drink a lot of water but it doesn't change my body schedule. I would advise your friend to see a doctor if her/his bowels become watery after a prolonged period of constipation, as this may indicate a blockage which the body is trying to push out.

Yes, although I have been told my case is unique. I was 26, thin and healthy and diagnosed with sluggish bowel and diverticular disease. Both sides of my family have a history of colon cancer and other colon disorders.
My doctor prescribed a high fiber diet and Zelnorm (which they just took of the market). The combination of the two worked well... not all the time, but it made life bearable. Now without the Zelnorm things are tough again, but I am trying some natural remedies...will try anything.
Try the high fiber diet (with lots of water) first... I eat 40-50 grams per day... recommended is 25 for women under 50. If that doesn't get you going...see a gastroengerologist.

Metamucil. If the plug is excessive and painful, use it 3 times a day. In addition, use a stool softener to get things moving, but I forget the name of it. It is now an over the counter medicine. After things are normal, use the Metamucil a few times a week or so.

need more fiber in the diet
also get good fruits and veggies ( 5 a day!) spinach. broccoli celery, romaine lettuce
I eat a bowl of oatmeal every morning and add a spoonful
of ground flax seed flour(very cheap at Wal-Mart)
and walking 30 minutes a day most days a week - won't hurt either
get your water, 1/2 oz a day for every pound of weight
best of luck
(and quit sodas - cookies -etc)

My suggestion would be increasing the amount of fiber that is eaten. That will make her have to go much more often. Also, there are many health products out there now that claim to have the same effect. One of them is Activia yogurt, which I can tell you does work.
