I am going to assume this question is serious,, as this is the assumption I would like to be made about me.
It depends if one is a Biblical literalist or if one a Biblical contextualist. The literalist would ay, at the most extreme, Satan's temptation and our free will, which allows us to sin. The contextualists actually have a variety of answers, but most would would believe God made all persons.

Well you can't believe what the Bible is saying. In all 28 or more versions, scriptures tend to change with each revision. Just know God has inspired people to be the best that they can be. To learn, to love, and be loved. There is purpose in all of life not just the few!

Nope, it was God, if you believe that he made everyone. If someone is going to say that he made everyone, then it has to include everyone.
