The literal translation would be Quero ser melhor ou Eu quero ser melhor. But in this case the verb to be has a meaning of become, and the more idiomatic translation into Portuguese is, in my opinion Quero me tornar melhor or Eu quero me tornar melhor. "Eu" is a pronoun equivalent to "I" and can be dropped without affecting the understanding of the sentence.
