It's part of the Ring Count setting for setting the rings:
5,4,3,2 and finally "Toll Saver"

If you set it to toll saver, the first time someone calls it will ring four times (generally.)
If you are not home, or even if you are, and the answering machine picks up, then the next time someone calls - the phone only rings twice before going to the machine.
When you clear the machine, the phone will ring 4 times again.
I like toll saver for when I go out of town. This way, I can call to check my messages and if it rings more than twice, I know there isn't any messages. Hence, I hang up and don't get billed for the call.

It means if you have messages, it'll answer in 2 rings. If it doesn't, it'll wait until 4 or 5 rings. So if you don't hear it picking up after 3 rings, you know there's no messages, so just hang up, and you save the cost of a long distance or whatever call!

It's primarily for when you want to call your machine from away from home (back in the days of long distance and payphones), if your machine didn't answer after two rings then you knew there wasn't any messages and could hang up and save your money on the call (a payphone would give you your change back

Simple.. it means they wish you a day that is blessed by the Lord - meaning they wish you safety, peace, love, happiness, and all the goodness that the Lord has to offer. It's a different way of saying "God Bless you today".

it rings longer so the phone does not pick up to soon and then the person is charged for the call if its long distance.
