Most dogs who do this are male, and/or are very alpha, and the wiping of their feet actually kicks the aroma of their urine or scat farther away making their markings cover a larger surface area.

It makes them appear larger and more potent to any rivals who may be in the area.

Generallly they'll urinate near another dog's wee, then kick over the other dog's wee so their smell is spread there and the other dog's is lessened. it's a territorial thing, generally performed by more dominant dogs, especially males

They have scent glands on there back feet. Its a territorial thing.

i think it's to throw dirt on it to cover it up, not sure though.
