I am just curious to know. Any ideas?

Definitely the barometer. It was a U-shaped glass tube with mercury in it. The mercury moved up and down the tube depending on the barometric pressure. Pressure rising or dropping indicated whether new weather patterns were coming into an area.

I'm assuming that there were various different ways to measure weather but I can't pinpoint a certain one. There's always the rain and container method in order to measure the amount of rain.

As for determining the forecast, weather lore and weather almanacs clearly slowed down the process of scientific forecasting. I'm guessing that the first suitable instrument for determining/measuring the forecast is the telegraph where weather data from an entire country can be transmitted to a central point and correlated for the making of a forecast.

There was an ancient form of an anemometer to measure wind speed and direction.
