Why is that my dog will be DESPERATE to go out,, use the bathroom. Maybe its been a long while since last and when I take him out the animal has to walk 3 miles before he actually goes. Maybe he wont even go but as soon as we get home, there he goes.

Dogs are creatures of habit. You have taught him (and rightfully so) that when you come home, it's his time to go out. The primary reason (for you) is for him to do his business, for him it's basically to go out.
I sometimes walk my American Bulldog for an hour and she doesn't do anything, except trying to chase the squirrels up the tree and snap at every dog that happens by.
We can only hope for the best.

What type of dog is it? Some dogs, especially scent hounds, will get very distracted by all the smells, and "forget" to go.

I suggest that when you come home, you put the dog into a crate immediately. Then wait 15 mintues and take him outside again. As soon as he starts pooping or peeing, say "Go Potty" and then praise and treat like crazy!

Any time he starts to "go" while outside, say "Go potty," and praise/treat. Eventually he will go on command when you say "go potty," and you won't have to walk him for an hour...

Maybe part of his desire to go outside is simply to be outside and explore. Going to the bathroom is only part of it. Perhaps you can take him out more often for walks and exercise, as well as for potty breaks.

He probably likes being outside and thinks as soon as he 'goes', that he'll have to go back inside.

When you take him out, after he does his 'business', walk him around a bit more so he learns that he doesn't have to go right back inside. After a while, he'll be more apt to go as soon as you get outside instead of waiting so long.
