Try a local Art college. Look up the photography department in Fine Arts and ask if they'll post a flyer. Ask to see a portfolio.

Local college is a good place to start. Also your neighborhood photo lab probably has an employee who does that type of thing, or they know who does.
Also try Craig's List.
