I know it's like this in European countries where you just submit receipts and get a check back for the full amount of tax you spent.

Nope. That's why the hotel and car rental taxes are so high near the airports.

European countries have a different method of taxing purchases than the US does which is why you can get some of the money back when shopping in Europe. The actual tax percentage paid on items in the US is much lower than the VAT added in other countries.

No, sorry, the US doesn't have a refundable VAT like some countries do, just a non-refundable sales tax.

I don't think so.

I think that is for the Value Added Tax which is only payable by citizens of those countries and is essentially an income tax calculated and added on at each level of manufacturing, or wholesale or retail for the additional value added by each level of the process.

There is no Value Added Tax in the US.
