No. Global warming means what the name itself means, that the average temperatures around the whole world are increasing. The fact that it's snowing when it shouldn't normally may or may not have anything to do with global warming. The ice at the north and south poles reflect sunlight back into the atmosphere, but with less ice remaining, more heat and light is trapped and is not reflected. This is causing the rise in temperatures.
