Yeah, he can be circumsized. You should have done it when he was born though because he wouldn't even had remembered it. Most guys these days get circumsized unless for religious reasons and there are more pros than cons to do it. It is much easier to wash, and reduces the risk of diseases. I think it's great that he feels comfortable enough to talk with you about this, you must have a good relationship. I would discuss this with his doctor, good luck!

Yes. He should seriously consider getting it done now before he seriously wants sex. He would be given an anaesthetic so that he would not feel the actual operation. There will be some discomfort for a week of=r two afterwards, but nothing a healthy teenager cannot stand - and it's well worthwhile for all the long-term benefits he will get.

Yes , but I would recommend being sedated, and there will be some time in the healing process. In the long run it will be benefitial to him.

Should've been done when he was born, but my b/f did it when he was 19 and he said the recovery was painless. He didn't even need meds! He went to work the next day, too! Like others said, it'll be beneficial to him.

Yes, he can. You should talk to a doctor, though, preferably one who knows your son's history.
