does the parent or anyone living in the home own a car? if not, you can get a non owners policy, which since you are so young may make it cheaper. if you own a car, or if your parent owns a car you will need to insure on that auto.

Yes, anyone who is licensed can get insurance. You may want to try a website that compares multiple companies at once to get you the best price. I am paying less than ½ after I did.

Sure he can, provided that's the legal, unrestricted driving age. He'll pay through his nose for it at first, but after he's shown himself to be a responsible driver, the premiums will be reduced.
