why wont my phone work i need it?

got a dial tone put can not call out and no one can call in

This may be 2 problems. Is the ringer on and working, and does your phone sound the DTMF (dialing tones from the numbers). If this works, you may be on an old system where the phone company needs so set their equipment to recognize the tones (at extra cost). If you can, set your phone to pulse, and see it it will dial.
If this doesn't work, and you know you have a good phone (like it works at someone else's house), it is a problem with the phone company.
