If you have a LEGAL reason to determine that car's owner (e.g., you were in an accident with it), file a report with the police and your insurance company. Otherwise, motor vehicle records are private and confidential, as per the Drivers Privacy Protection Act.

Depends why you need to know. If you were in an accident or if they were offensive towards you, you can report it to the police and they can search for the person via their license plate. If you want to know because you saw a cute guy in the car and want his #, then there is nothing you could do.
