My thighs are really flabby and I want to make them muscular. Any suggestions would be appreciated.

Squats are best. Lunges.

Try multitasking. Stay in a lunge while you are doing your tricep curls.

Cardio shapes your body all over but for most females the thighs firm up quickly. Bicycling, eliptical, stair stepper.

Just be careful. If you haven't worked out much it is really difficult to go low on your squats. Take it easy at first b/c if you pull a muscle on the quads it will kill your work out for about a week. Just try to do about 10 nice low lunges. Then see how you feel the next day. Do 10 everyday for a week. If you aren't feeling any pain then feel free to up it.

But your quads normally take around a day for you to feel the effects of your workout since they take so much working out on a normal day. And you don't even realize how often you use them--so if you pull them it is a LOT of pain.

Cycling - in the gym or on the road, either will do. Though take in to account that when you need to stretch your toes to reach the pedals then you will be exercising both calf and thigh muscles, whereas if your pedals are short you will be mostly exercising your thighs. While you may think that it would be best to have short pedals because your present problem is your thigh muscles, if your pedals are almost out of reach for your feet then you will obviously be stretching your legs and will be evenly exercising all the muscles.
Don't be taken in by a new fashionable exercise item - waste of time. You have probably already tried some of them and cannot be bothered to persevere.
