Easter was set a long time ago... it had to do with the moon. I don't know about the other.

Mardi Gras - French for Fat Tuesday -- is when Christians get rid of all of the fattening pleasurable food items before the long fast of Lent. Rather than throwing out good food, you simply had a party. Since we enter into the solemn-ness of Lent on a Wednesday (called Ash Wednesday), the day before came to be known as Fat Tuesday. It is not strictly French. One of the largest celebrations of Carnival(e) (Fat Tuesday/Mardi Gras) is in Brazil. New Orleans' celebration is radically different as there is some French influence to it, some African American, Spanish, Cajun (people kicked out of Nova Scotia who settled in Louisiana)...as well as some Caribbean influence.

Well most religious holidays and practices have been assimilated throughout history by the Catholic Church and been "Christianized" so its usually the powers that be in the Catholic system that set the dates.
